Research and Evaluation
The Office of Research and Evaluation (ORE) identifies questions of importance to the Department and the public mental health system, and funds research projects to address these priorities. The office conducts major statewide research on services and outcomes for adults with serious mental illness and on factors related to the adoption of best practices. The office also evaluates Department program and policy initiatives, and manages the Ohio Mental Health Consumer Outcomes System throughout the state. The staff disseminates research and evaluation results to the Department and the public mental health system to improve the quality of mental health services.

Ohio's Mental Health Transformation State Incentive Grant Study of System-Level Change Study: Time 2005-2010 Data Collection Results
The Ohio Department of Mental Health's (ODMH) Transformation State Incentive Grant (TSIG) is organized around the goals set forth in the President's New Freedom Commission (NFC) on Mental Health (2003), and Ohio's TSIG logic model for mental health system infrastructure change. The purpose of Ohio's TSIG is to improve the mental health delivery system through awareness of mental illness, consumer-driven care, elimination of disparities, screening and assessment, evidence-based practices, and technology. Our TSIG project approaches infrastructure change in seven areas: state-level policies, workforce training, financing policies, organizational change, data usage and analysis, consumer and family involvement, and programmatic changes. To measure these infrastructure changes, TSIG engages Content Working Groups (CWGs), Ohio's mechanism responsible for instituting these changes. Diverse stakeholders from both the public and private sectors make up the CWGs. This report discusses the areas in where the CWGs have helped to develop new tools and identify new ways to use familiar tools to affect positive change in Ohio's mental health system.
2008 Ohio Family Health Survey: Special Population Report Available
As part of the State Transformation Incentive Grant activity, the Ohio Department of Mental Health provided funding to the Health Policy Institute of Ohio and the OSU College of Medicine Government Resource Center for a special population data collection in the 2008 Ohio Family Health Survey. Results of that data collection were analyzed in late 2009 and published findings are now available in a chart book. The Special Population Report looks at demographic information, insurance coverage, health conditions, risk behaviors, healthcare access issues, and unmet needs for individuals with Serious Psychological Distress.

Grant Application Questions and Answers
Question 1: Do the proposals require IRB approval prior to submission?
Answer: On page 5, the RFA does state that IRB approval is required. However, understanding that this is unlikely given the timeframe of the proposal due date, this will not be required until after the funding as been approved.
Question 2: My understanding is that I submit two documents: (a) Form DMH-RES-617 and (b) the Proposal, which contains the letter, the proposal, and the allowable attachments. Kindly correct any misunderstandings. There appears to be a good deal of overlap between the information requested on document (a) and the information called for in document (b).
Answer: There will be considerable overlap between the 617 forms and the proposal document you submit. You can simply paste some of your proposal elements onto the 617 form. The 617 form is a requirement for the funds.
Question 3: I can find nothing on the web site regarding the email address we use to submit materials. Could you direct me to that web page or simply provide the address.
Answer: Please send your completed proposal and supporting documents to Kraig Knudsen. If you have trouble sending your proposal and supporting documents, please call 614-728-2527.
