Reinstatement of Medicaid for Public Institution Recipients (RoMPIR)-Program to Improve Service Access for Medicaid Recipients Released from Institutions

Ohio implemented the Reinstatement of Medicaid for Public Institution Recipients (RoMPIR) on March 2, 2009. This new policy provides for suspension rather than termination of Medicaid benefits for persons entering public institutions in Ohio. The policy is applicable to persons entering adult and youth correctional facilities, as well as state psychiatric hospitals, who are subsequently discharged within one year. The policy was implemented on a manual basis in March, 2009, and was automated for recipients in state institutions in December, 2009. The manual process is available to recipients in local correctional facilities at the present time. Reinstatement of Medicaid occurs within about one week for the manual process and within 72 hours for the automated process.
