Expedited Supplemental Security Income (SSI) and Medicaid-Program to Improve Disability Determination Processing Time for Adults with Severe and Persistent Mental Illness

ODMH initiated a demonstration project in May, 2008, as part of its Transformation State Incentive Grant (TSIG), to address the issue of delays experienced by mental health consumers in the processing of SSI and Medicaid applications. ODMH has worked with the Ohio Bureau of Disability Determination (OBDD), the Social Security Administration (SSA), and selected pilot community mental health provider organizations to develop model procedures for the provider organizations to use in submitting medical evidence to OBDD at the time the application is submitted. These procedures are only applicable to adults with severe and persistent mental illness. The results of the demonstration have shown that where the screening criteria are applied properly and where the procedures are followed, the project has been successful in achieving the desired state of 15-20 day processing time at the OBDD. The processing of the Medicaid application in this project relies on the SSI award to verify disability as opposed to the development of medical evidence by the county and state Medicaid programs. More than forty (40) provider organizations are now participating in the demonstration.

Enrolling In the Demonstration

Provider organizations not already enrolled in the demonstration may do so by following these steps:

  1. Email questions@mh.ohio.gov to learn more about the program and the expectations of participating provider organizations.
  2. If you want to enroll in the program, you will be sent a registration link and will need to enter contact information into the registration link.
  3. You will then need to stay alert to follow up communications that will notify you of assignment of  SSA Field Office staff and OBDD ajudicators to your provider organization. You will then follow up with a face to face meeting with your contact at the SSA Field Office in your local community and a phone call with the OBDD adjudicator in Columbus.
